The settings I was direceted to go to were already set correctly, so I just disabled them then reapplyed them Restarting the Windows Explorer did the trick for me. I installed a virtual Windows 10 Pro using Virtual box and just started to re-install all my app's The culprit in my case Zemma AntiLogger Free version which is a key logger protection software was causing the issue. Once I turned off the Key Stroke Encryption Confirmed issue by installing on real machine and issuie came and gone as I turned off and on the Key Stroke Encryption.
